If you are planning to BT+ Bartz to 3/3, consider changing your non-elemental attackers' Pandemonium choices to 3 / 4 / 6 also for +10% BRV DMG when Bartz BT+ effect is active (Raines would be 3 / 6 / 7)...
Pandemonium's 4 & 5 passives are difficult to maintain, so removing them provides almost no downside.

C Sphere: Ceodore/Braska sphere to round out his support abilities. Maria is easy to trigger.
D Sphere: Any ATK boosting sphere (not Wakka)
How-To-Play Notes
Free skill and turn at the start means an easy skill mastery right away or pop AA for the comfy buffs it provides.
Just make sure to master both skills (Use them twice) to trigger his Simple Mastery C50 and Artifact Passives for the party wide aura.
Iainuki (EX) as it's up for comfy damage and buff upkeep.
Elemental Attack (LD) is a strong attack, it refreshes his Good-Luck Charm effect and gives him access to HP++ which is a free and instant button that gives him a free skill use to keep spamming his other skills.
The decision of when to use BT phase and BT+ really depends on the fight and the team composition. As stated in Tactics of the graphic, BT once your calls are up at the opening generally, and then BT+ when you have 1 turn remaining. The reason is that the BT+ will keep your effect at 3 stacks and refresh the duration. Using his BT phase may not be as desirable as more damaging units come out that can abuse Force Time much better, however in fights with high resistances Bartz' Auras may be more useful.
There’s also a case for BT+ first to power through the early part, and then use your Burst window to handle a damage race scenario. This might be especially helpful if you have a Raines call on him, so that you can constantly launch the enemy and use Bartz’s constant battery to deal more damage in the air.
