Sphere Recommendations

D Sphere: ATK & mBRV to boost the party's stats or just mBRV for her BT effect.
How-To-Play Notes
She becomes much more support focused so her job is to use BT, FR echo during force time and enable your BRV/HP reliant units do more damage. She herself can eat way too many turns during force time with lackluster damage and inconvenient warps.
You want to use her LD to upkeep her LD buff and to refresh uses of her unique HP attack. Free skills outside of force time should be used on S2 to battery party and set up either S1 or her special HP attack - Tenshōha. Otherwise S1 is her filler that you spam. During Force time, it's only FR echo or Tenshōha with the BT effect active. You don't want to use her without her BT.
Tenketsu (S1) provides an instant break along with a battery based on Ursula’s mBRV. This also grants her a buff to her stats and inflicts a debuff on the enemy- Tenketsu - that allows Ursula to always hit weakness damage.
Chakra (S2) is a free turn with an instant turn rate that batteries the entire party to 120% of their mBRV before attacking without consuming BRV. This also extends Ursula’s buffs by 1 turn.
Five Star Crimson Palm (EX) takes 2 skill uses, although Ursula’s turn manipulation and instant turn rates may affect this. Her EX batteries the party based on their mBRV before attacking. This move ignores defense and grants Ursula a buff that provides strong stat boosts to the party while inflicting the enemies with 2 generic debuffs and her framed debuff, Tenketsu. With C85 it does more damage and restores a use of her S2
Scarlet Legs of Fury (LD) also ignores defense and grants a free skill use on Ursula’s next turn along with Pride from Father and 3 uses of Tenshōha. Pride from Father grants more buffs to the party and gives Ursula a free turn before a party member but only after an enemy's turn.
Tenshōha (special HP) batteries the party before Ursula attacks. Ursula will do one AOE HP attack for each party member that is conscious equal to their current BRV, without consuming BRV and extending all buffs by 1 turn.
Twin Heavenly Palm Strike (FR) offers good, easy conditions as it asks for:
Active member to be above 20% of their mBRV: +15% (+30% with FR boards) &
Active member to be at mBRV or higher: +30% (+45% with FR boards)
This is a tasty 75% per turn from Ursula with BT existing.
It also makes a strong FR Echo to setup a BT phase with since it's instant turn rate.
Petal Whirlwind (BT) provides a unique effect where your units will ALWAYS stay at mBRV after their HP attacks and she further boosts the HP DMG Limit on transformed BRV/HP commands as her strong niche.
Note while there are many units with unique transformed BRV/HPs, she gains tons of value in a few months when they start pumping them out with new reworks (Queen, Lenna, Locke, Selh'teus, etc).
